Code of Conduct
THE DEPARTMENT OF COUNTERINTELLIGENCE OF HABBO PARTICIPATES WITH THE HABBO WAY IN ORDER TO ACHIEVE THE DEVELOPMENT OF A PROPER ENVIRONMENT AND EQUAL OPPORTUNITY FOR ALL WORKERS. THIS CODE OF CONDUCT APPLIES TO EVERYONE WORKING WITHIN THE DEPARTMENT OF COUNTER INTELLIGENCE ON HABBO. THIS CODE OF PROFESSIONAL CONDUCT WILL SERVE AS A PRACTICAL GUIDE FOR ALL WORKERS. ANYONE FOUND IN JURISDICTION OF THIS CODE WILL FACE SEVERAL CONSEQUENCES AS OUTLINED IN SECTION 1.4 AND 1.5.
BY JOINING DCI, YOU ACKNOWLEDGE THAT YOU HAVE READ AND UNDERSTOOD THE FOLLOWING RULES AND ARE AWARE OF THEIR ABILITY TO CHANGE UNDER NECESSARY AND PROPER CIRCUMSTANCES.
Preamble
The Department of Counter Intelligence of Habbo participates with the Habbo Way in order to achieve the development of a proper environment and equal opportunity for all workers. This code of conduct applies to everyone working within the Department of Counter Intelligence on Habbo. This code of professional conduct will serve as a practical guide for all workers. Anyone found in jurisdiction of this code will face several consequences as outlined in Section 1.4 and 1.5.
By joining DCI, you acknowledge that you have read and understood the following rules and are aware of their ability to change under necessary and proper circumstances.
Section 1.1 - The Basic Rules
These are the most basic principles that all workers must abide by. Failure to comply will result in further punishment as outlined in Section 1.4 and 1.5.
The following behaviours are NOT acceptable:
- Asking for promotions, pay or rights.
- Scamming anyone within DCI.
- Use of effects, capital letters (LIKE THIS) or coloured text. If found necessary, workers above Elective may use colour chat according to their command (4iC: Green, 3iC: Dark Blue, 2iC: Light Blue, 1iC: Yellow and iC: Grey). Red colour chat is used in order to make announcements. Founders may use whatever colour they feel is necessary. Under no circumstance will anyone use themed or neon coloured chat bubbles.
- Discrimination against anyone regarding rank, race, creed or gender.
- Going away from keyboard (AFK) or be right back (BRB) on any of the DCI stations (excluding AFK station).
- Spamming within any of the DCI or allied agencies’ rooms.
- Not calling a superior rank sir or ma’am under any formal situation.
- Excessive usage of vulgar language in base.
- Not following orders given by a superior rank.
- Abuse of power regarding rank, rights, or administrative privileges.
- Selling ranks within DCI without being authorized by TANlA and IAmFJ. (Shown by having the [DCI] Rank Seller badge, owned by TANlA).
- Letting anyone in without the proper badge, uniform and motto.
- Double jobbing, which is defined as working for two or more agencies at once; one of those agencies being DCI.
- Disloyalty towards DCI, or TANlA and IAmFJ and other Cabinet members.
Section 1.1.1 Special Visitor Rules
As a Special Visitor to DCI you are bound by a set of diferent rules that you must abide by whilst in DCI Base A SV Pass does not allow you to do what you like.
- You Must be respectfull to ALL DCI Members Guests and fellow SV badge holders
- You Must wear your SV Badge in Base when Asked to
- You must not FTF and let any other person in (even if you are sure the work here)
- You Must CTH (Clear the halls) if requested by a 4iC+
Section 1.2 - The Frequent Commands in DCI
Commands are used to help regulate and show order within the headquarters and connecting rooms. All staff members will adhere to the following commands. Failure to comply will result in punishment as outlined in Section 1.4 and 1.5
The following are the official Habbo DCI commands:
- FTF (Fill the Front): Sit at the front desks of the headquarters and encouraging others to join DCI.
- FTS (Fill the Security): Sit within one of the security booths and let fellow workers in.
- FTB (Fill the Back): If you need to AFK or BRB, or in the case that all working stations are full, you may choose the option to sit on the couches at the backside of headquarters.
- BTB (Back to Base): Go back to the DCI Headquarters, no questions asked.
- ATT (At Attention): When called by a superior rank, stand in front of that superior rank, wave, and say: “Yes Sir/Ma’am!”
- AE (At Ease): Go back to what you were doing. (If you are in ATT, don't leave until you hear AE).
Section 1.3 - Promotion Policy
Promotions are given as a reward for those that contributed to DCI's development and have proven themself ready for new challenges. However to maintain equilibrium, you are not allowed to exceed your promotion limits shown in official rank list tab above. You must use a proper tag to promote, and you must stick with that tag to prevent confusions.
If you need to change your tag, you must not promote for 1 week and notify at least 1 founder of the change. Tags should be two to four letters long. If your tag exceeds four letters, you will be asked to change it. Each Division has its own Promotion Time Limit. The person being promoted should have been that rank at a minimum of the promotion limit.
Trainers may only exceed the promotion boundaries during training. They may promote Recruits to Agent I upon recruits passing the training quiz.
Only TANlA and IAmFJ may approve the promotions of Elective Ranks. When promoted to an elective rank, one may not be promoted further until a higher position becomes vacant.
However, use proper judgement when promoting in order to prevent over-promotion. In addition, keep an eye out for self-promotion. A higher rank can stop or demote anyone that has been over promoted if they determine that that is the case. Misuse of that privilege will lead to further repercussion and punishment will be imposed as outlined by Section 1.4 and 1.5.
Section 1.4 - DCI Strike System
If you fail to abide by the DCI regulations, a disciplinary system will be imposed in the form of strikes. These strikes will be given and increased each time that an offense is made.
Strike system is as follows:
- A warning is given to the offender.
- Strike one is given to the offender.
- Strike two is given to the offender. (You will be demoted)
- Strike three is given to the offender. (You will be fired)
If you are fired, you have a minimum of 2 weeks sentence before eligible for return to the Department of CounterIntelligence. Your return is to be approved by a 1iC+ or the individual that discharged you.
Section: 1.5 - The Consequences
If you fail to abide by the rules stated above, you will face one of the following consequences. Any disciplinary action can only be imposed by a higher rank that is eligible to promote you. The following consequences are listed from lightest to the heaviest.
- A strike may be issued for the first and second offense.
- A kick from the headquarters will be issued if you choose continue the inappropriate behaviour.
- If the rules continue to be broken after the previous actions have been imposed, you will receive a small demotion that can range from one to three ranks below your immediate rank.
- After all previous punishments have been imposed, you will either be demoted further or fired from DCI.
- A larger offense results in receiving heavier consequences which an immediate heavy disciplinary action may be handed out for one single offense.
- You may receive a one hour ban from the DCI base or any of the DCI rooms if your offense conflicts with the state of DCI directly.
- If you are a badge administrator or a rights holder, you may get the prior stated privileges suspended or removed.
- If the disciplinary gives an invalid strike the discipline will be reassessed by the Internal Affairs Unit. They can also be disciplined if they are seen to be abusing the strike system.
- All discipline logs must have appropriate screenshots that prove the actions of the receiver.
- The discipline must be approved by an SM+ (Electives can approve their own Disciplines)
- If an elective is to be striked it must be approved by a Directorate or Founder.
Section 2.1 - Uniform Policy
The Department of CounterIntelligence would like to keep its members dressed as formal as possible. All workers are to follow the uniform policy under the Law and Order tab above. The following clothing styles are not permitted within DCI:
- Large hats of silly nature
- Outfits that are too bright: ⅔ of your outfit may not contain bright and distracting colours.
- Something that resembles another group’s styles such as raiding groups.
- Copying of another member’s style without their permission.
- Styles of offensive manner.
- Any clothing that is known to the founders as a compliment to an effect i.e. all purple for the ghost effect.
- Lack of adequate clothing (half-naked).
- No full face masks
Section 2.2 - Pay Policy
Pay is administered daily at 4 different times. Eligibility to receive pay is determined by the following attributes:
- Pay occurs everyday. You may receive 1c per pay time, up to 4c daily.
- If an unpredictable event occurs, such as maintenance, pay may be delayed. Please see information on Slack when cases like this arise.
- You must be on an hour before pay in order to receive it.
- You MUST stay 30 minutes (active and working) after the pay line is over in order to receive pay the next day. If you need to leave after pay, you MUST have permission from the payer to leave. Without permission, you will be pay-banned.
- If you are unable to trade, you will receive a promotion instead.
- If you disconnect, you are required to get 3 people (who have seen you in base) to vouch that you were online. If a 2iC+ vouches for you, then you are not required to ask for 2 more vouchers. Screenshots of the disconnection may be enough evidence; the payer will determine if this is sufficient.
- You are eligible for a promotion, along with pay of 2c; if you have a login time of 5 hours or more. If you have a login time of more than 10 hours, you are eligible for a promotion, along with a pay of 3c.
The following times are a guide for DCI’s Paytimes. We do not take responsibility if you come online for pay at the wrong time for this. We ask that you double-check/recalculate the pay times comparing to where you live:Pay schedule:
UK GMT : 3AM ,9AM, 3PM , 9PM
US EST : 10PM , 4AM, 10AM , 4PM
Singapore SGT : 11AM , 5PM, 11PM , 5AM
Australia AET : 2PM , 8PM, 2AM . 8AM
Section 2.3 - Right Holders Policy
Some In-Command members have been entrusted with rights to the main HQ. Some of these workers also have rights to the other rooms of DCI. Having rights is an important power within DCI and is not to be taken lightly. Those who abuse this power will have it taken away. Those who ask for rights will have appropriate action taken against them as outlined in the Section 1.5.
Section 2.3.1: The Administration of Muting
When a person in a room is being abusive in their language (spamming, swearing, being offensive etc.), the best way to take action is muting them. The right holder reserves the right to mute anyone who is being abusive. The rights holder also reserved the right to skip this step and go straight to The Administration of Kicking if deemed necessary. If the offending party is a worker at DCI, it is required that a warning be given out before muting. The first mute that should be used is the 2 minute mute. If the behaviour continues, the rights holder may impose either the 5 minute mute or even the 10 minute mute. If their behaviour continues after a mute, refer to Section 1.4.
Section 2.3.2: The Administration of Kicking
When someone in the room is being abusive (spamming, dancing, swearing, using effects, etc.) the rights holder has the responsibility of taking action. This is the second of the three courses of action that rights holder can pursue. In the event that the offending party is a worker of DCI, a warning must be given out before kicking. If that person continues, the rights holder reserves the right to administer a kick to that person. If the person is a worker of DCI, the worker reserved the right to ask why they were kicked and receive an answer from the kicker. If the offending party is from another agency, the rights holder will take a screenshot and present it to the offending party’s home agency.
Section 2.3.3: The Administration of Banning
If the abusive behaviour continues after the rights holder attempts to stop it, then the administration of a ban is in order. The rights holder reserves the right to ban any random trolls and spammers as necessary. A worker of DCI however may not be banned for more than one hour unless they are fired upon the ban. The rights holder may not permanently ban anyone unless they can prove that they needed to under the circumstances.
Section 2.3.4: Policy on Trashing
The Department of CounterIntelligence of Habbo does not tolerate trashing of any kind. If any rights holder is found trashing, their rights will be removed as well as their rank and they will not be allowed to work at DCI anymore. However, accidents sometimes do happen for rights holders which cannot be considered trashing. In order to be considered trashing, one must have the intent to trash (move, rotate or eject furniture on purpose). Trashing may also result in a permanent ban depending on the severity.
Section 2.4 - Transfer Policy
A transfer is defined as when a worker from another agency wishes to retain the level of their rank but switch to a different agency. Transfers in DCI are to be only conducted by members on the [DCI] Transfer Unit badge.
Section 2.4.1 - Transfer Conditions
The following are the conditions of a Transfer in DCI. Every worker who wants to transfer in DCI must meet these conditions to be allowed to transfer.
1. MUST have at least 200 members on standard badge.
2. MUST be in agency for more than 5 days (check the security joined date). -OVERLOOKED FOR THE FIRST MONTH
3. MUST be respectful.
4. MUST have every badge up to and including their rank.
5. MUST be Security+ in their own agency.
6. iC’s in DCI have the full authority to transfer into elective ranks ONLY.
7. You can transfer up to your promotion limit, or higher with the appropriate approval of a Founder or Directorate or Permission from the Director (PurplelpacaALT) and the Deputy Director (xxLaureen). They can also give permission to overlook any of the requirments above.
The following also applies when transferring back into [DCI].
• You will receive a 1 division demotion if you are supposedly ‘hacked’ or you leave your DCI Badges for no reason.
• You will also receive a 2 division demotion upon the arriving back at [DCI] after transferring out or leaving.
Section 2.5 - Alliance Policy
If an agency is interested in becoming an ally of DCI, our EA team will review their application. However, prior to filling out an application, the agency must make sure that they meet the following requirements:
- The agency must have at least 500 members on their main I.D. Badge.
- The agency must have an active base.
- The agency must be at least five weeks old.
- The agency must have the Owner/Founder’s approval for this alliance.
- The agency must not be allied with any trolling groups or mafias.
- There will be a mutual agreement to not transfer each others’ workers.
- There will be a mutual exchange of VIP/Allies badges and/or Special Visitors badges by both DCI and the prospect agency.
- The alliance will acknowledge DCI as an alliance on their website or in their base.
- The alliance will maintain good relations by meeting with the DCI External Affairs team at least once a month.
- The alliance may not troll, spam or trash DCI.
- The alliance must agree to the terms of our National Punishment.
Section 2.5.1 - Alliance Etiquette
All workers from allied agencies are to be treated with the utmost respect. In order to ensure stable relationships will allies, all workers must conduct themselves in the same manner around DCI’s allies. That conduct is as follows:
- Do not raid or troll an allied base, it could cause loss of allies’ trust and even destroy an alliance all together.
- Do not mistreat an allied member inside DCI unless they are in fact causing a disturbance such as raiding, trolling, or saying hateful things.
- When visiting our allies, go to your designated area and follow any instructions they give you.
Section 3.1 - Habbo Retros
DCI belongs to http://www.habbo.com. We will not tolerate any type of advertisement towards Habbo retros within DCI. Retros are extremely harmful to the DCI population. If offered to go onto a retro, decline immediately and report that person to the nearest high rank.
Section 4.1 - Leave Of Absence
For those whose circumstances dictate that they must be gone for 14 days or longer (7 days for electives), DCI has put in place a Leave of Absence badge. A worker is to request the badge from a founder or directorate and inform them of why they are taking this leave. There are three types of leaves which all workers are entitled to take if needed: Medical Leave, Personal Leave or Military Leave. During their leave of absence, the worker must not come online more than four times a week. If found coming online more than that, your leave will be taken away and you will be asked to come back to work.If a worker is found to be inactive without taking an LOA their badges will be removed and will receive a one division demotion upon their return. Only 1iC+ Can approve LOA for general ranks.Only Directorate+ Can approve elective LOA's. Only Foundation can approve approve directorate LOA's. All LOA's must be logged on the forums with appropriate approval to be valid.
Section 5.1 - Site Usage
The DCI site is the resource all workers in DCI should use. Registering an account on the forums is mandatory. It will take 48 hours maximum to have your forum account approved. The site contains everything one needs: training scripts, rank lists, rules, etc. Continually check the DCI website for updates.
Section 5.2 - Forum Usage
The DCI Forum was made for official DCI document storage and discussion. Workers are to use the appropriate sections when posting on the forums. In order to stay on the DCI forums, you must follow certain rules. These rules are as follows:
- Do not bully anyone on the forums.
- Do not use racist language, or be disrespectful based on gender/creed/rank.
- Not to cause any kind of fight or trouble on the forums
- Not to use foul language within the forums
- Never say anything against an alliance or DCI on or off of the forums
- Do not start any false accusations or rumours on the forums.
Section 5.3 - Forum Consequences
If you are found to be in jurisdiction of any of the above stated rules on the forums, the following punishments will occur.
- Suspension of your forums account.
- Removal of your forums account.
- If you are a Moderator on the forums, a removal of your moderation powers shall be imposed if the founders deem it necessary.
- Demotion of ranks in DCI
- Serious offenses to forums will result you in being fired.
Section 6.1 - The Chain of Command
The Chain of Command is located under the Ranks tab above. If you have any concerns regarding DCI, you may check the Rank List and find the person for the issue. All of the members on the Rank List are senior members of DCI and must be treated with the utmost respect. Any disrespect may lead to one of the consequences listed in Section 1.5.
Section 6.2 - Rank Structure and Permissions
This Table describes permissions and powers of each standard divisions within DCI:
Standard Division
- Those in the Standard Division cannot promote, demote, fire, train, or join a specialized unit.
- Those in the Standard Division can be promoted every 20 minutes.
- These ranks in the Standard Division can only fill the front and recruit.
- Those in the Security Division cannot promote, demote, fire, train, or join a specialized unit.
- Those in the Security Division can be promoted every 30 minutes.
- These ranks in the Security Division can only fill the front, do security station and recruit.
- Those in the Training Division cannot promote, demote, fire, or join a specialized unit.
- Those in the Training Division can be promoted every 30 minutes.
- These ranks in the Training Division can only fill the front recruit, train and do security.
- These ranks can be promoted every hour.
- The High Rank (herein named HR) Division may promote up to Trainer I,
- Can Strike, Fire And Demote with approval from an SM+
- These ranks in the High Rank Division may train, do security and fill the front.
- HR Division may join a unit.
- These ranks can be promoted every hour.
- The Operative Division may promote up to Commander I.
- Can Strike, Fire And Demote with approval from an SM+
- These ranks in the Operative Division may train, do security and fill the front.
- Operative Division may join a unit.
- These ranks can be promoted every two hours.
- The Investigators Division may promote up to Junior Operative I.
- Can Strike, Fire And Demote with approval from an SM+
- These ranks in the Investigators Division may train, do security and fill the front.
- Investigators Division may join a unit.
- These ranks can be promoted every two hours.
- The Intelligence Division may promote up to Investigator.
- Can Strike, Fire And Demote with approval from an SM+
- These ranks in the Intelligence Division may train, do security and fill the front.
- Intelligence Division may join a unit.
- These ranks can be promoted every four hours.
- The Diplomatic Division may promote up to Intel Agent.
